I am glad to know about the constitutional history and ongoing democratic struggles of the Mongolian people, and I commend you for your commitment to working to advance constitutional democracy in your country.The issue you raise about the traditional spring ceremony at the Main Buddhist monastery Gandantegchilen is very interesting.
If one were to accept a view like that of Justice Scalia in today's 10 Commandments cases, perhaps Buddhism in Mongolia is somewhat like monotheism in the United States, permitting some traditional practices that symbolically favor Buddhism. In any event, as you say, the culture and history of each country is bound to play a role in constitutional interpretation.Again, thank you for your message. I am glad to have you as my student.
